| چکیده | ||
| زمینه و هدف: گسترش کاربرد هوش مصنوعی و سامانههای الگوریتمی در سازمانهای دولتی، افزون بر افزایش کارایی و سرعت خدمات عمومی، پیامدهایی چون کاهش شفافیت، سوگیری دادهها، تضعیف پاسخگویی و خدشهدار شدن حقوق شهروندی را به همراه داشته است. نبود الگویی بومی برای حکمرانی الگوریتمی مسئولانه در بخش عمومی ایران، ضرورت پژوهش حاضر را رقم زده است. هدف اصلی، طراحی الگوی حکمرانی الگوریتمی مسئولانه در سازمانهای دولتی ایران است. روش: این پژوهش از نظر هدف، کاربردی و از نظر روش، کیفی و مبتنی بر نظریهی دادهبنیاد با رویکرد نظاممند اشتراوس و کوربین است. دادهها از راه مصاحبههای نیمهساختاریافته با ۱۷ تن از خبرگان مدیریت دولتی، حکمرانی دیجیتال و هوش مصنوعی گردآوری شد. نمونهگیری بهصورت هدفمند و نظری انجام گرفت و تحلیل دادهها در سه مرحلهی کدگذاری باز، محوری و انتخابی صورت پذیرفت. یافتهها: مدل پارادایمی پژوهش نشان میدهد که تحقق حکمرانی الگوریتمی مسئولانه در سازمانهای دولتی ایران، هشت مقولهی اصلی را دربر میگیرد: الزامات نهادی و حکمرانی، زیرساخت داده و فناوری، شایستگیهای مدیریتی، ابعاد حقوقی و اخلاقی، شفافیت و پاسخگویی، فرهنگ و مقاومت سازمانی، اعتماد عمومی، و پیامدهای حکمرانی الگوریتمی. مقولهی محوری «نهادینهسازی حکمرانی الگوریتمی مسئولانه در نظام اداری دولت» شناسایی شد. نتیجهگیری: استقرار حکمرانی الگوریتمی مسئولانه نیازمند ترکیب ظرفیت نهادی، حکمرانی داده، تنظیمگری هوش مصنوعی و پاسخگویی الگوریتمی است. نوآوری مقاله، ارائهی الگویی بومی و یکپارچه برای ایجاد نظامهای هوشمند شفاف، عادلانه و پاسخگو در سازمانهای دولتی ایران است. | ||
